This is an original proceeding in which Cameron County, relator, seeks a writ of mandamus to require Honorable Will Wilson, Attorney General of Texas, respondent, to approve $30,000.00 in revenue bonds which relator proposes to issue pursuant to the provisions of Art. 6079c, Vernons Ann. Texas Civ. Stat., for the purpose of making additions to existing trailer park facilities in Isla Blanca Park on Padre Island. Respondent has specified three reasons for declining to approve the bonds, namely:
